empa is directed by an Executive Board which is made up of senior property officers from Authorities across the East Midlands at County, Unitary, District and Borough levels. Our constitution has the goal of delivering projects in the most efficient manner possible and to promote the outputs of the Government Construction Strategy 2025.

This means we are always completely aware of the public sector’s needs, and are uniquely placed to meet them. We will provide the quality and value you are looking, whilst also delivering the added value public sector organisations require.

Kevin Kendall

Kevin Kendall

Lincolnshire County Council

County Property Officer

Kevin is currently the County Property Officer at Lincolnshire County Council and responsible for all aspects of the property estate. He was previously Head of Property at Walsall Council and has held senior positions at Nottinghamshire County Council and Birmingham City Council. Kevin is an Architect and member of the RIBA and has been Chair of the East Midlands region.

Derbyshire County Council

Director of Property

As the Director of Property for Derbyshire County Council, Jeremy represents the East Midlands on the Local Government Association Strategic Construction Procurement Group.

Jeremy is also an advisor to the Cabinet Office on how to engage Local Government in the latest Construction/Property procurement advice and best practice.

Steve Smith

Warwickshire County Council

Head of Property

With 26 years’ experience in local authority construction, including 8 years as Head of Property at Warwickshire County Council, Steve combines construction, estate and facilities management and was key in bringing the world’s first Sunesis system build school to Warwickshire. He is also Chairman of Scape System Build Limited, a position held since 2008.

Neil is a procurement professional with over 13 years’ experience in local government. His current role is as Head of Procurement for Leicester City Council, and he is responsible for all of the council’s annual procurement spend of £350m from major construction projects to social care.

Graham Read

Graham Read

Corporate Facilities and Operational Property Manager

Graham has worked for Leicestershire County Council for 38 years. He is the Corporate Facilities and Operational Property Manager.

Graham is responsible for a complete range of Hard and Soft services including major and minor capital works and a mixture of external and internal contract provision for the County Council and their partners.

Mark Perris

Harborough District Council

Corporate Asset Manager

Currently Corporate Asset Manager at Harborough District Council, Mark has responsibility for all property matters, and has recently been involved with the office redevelopment and market refurbishment projects. He has previously worked at Vale of Glamorgan and Blaenau Gwent Councils, as well as many years in the private sector.

Andrew Stevens

Nottinghamshire County Council

Group Manager - Property

Andrew has experience of both the public and private sector. He has worked in most tiers of local government, District, Unitary, City and County and is currently Group Manager- Property at Nottinghamshire County Council. Andrew’s experience in the private sector comes from some years with DTZ in Germany.

Head of Property Maintenance and Design

Philip has been with Derby City Council since 1997, initially as a Team Leader Principal Surveyor and now as Head of Property Maintenance and Design. He holds a Chartered Building Surveyor and Chartered Building Engineer membership and has been on the empa board since 2008.
