Scape does not have a contract with empa to provide these services, but Scape has agreed these support services with the East Midlands Efficiency and Improvement Partnership.
The EM EIP has given Scape a grant, which will be repaid, to meet its costs in the first year. Scape will receive a fee from the framework contractors for the framework’s use. The percentage of the fee will be determined on an open book basis which will be independently audited annually.
Scape enters into an Access Agreement with individual Local Authorities to provide access to the Construction Frameworks. The Access Agreement is available to download from the Scape Website.

The Executive Committee has approved Scape System Build Limited as Managing Agent for empa to provide support services to the Alliance.
This includes appointing an Alliance Manager, developing business cases for empa activities, establishing and managing frameworks for construction work and to arrange training programmes.
